Introduction
The current status of energy professionals' training in Singapore adopts an informal approach. This is
usually achieved through on-job training and/or a variety of short courses. There is no formal
certification arrangement. Such training services are offered by a range of institutions and companies
in the forms of seminars, workshops and short courses. The objectives and contents of such seminar,
training and workshops are varied. Frequently, they do not contribute to the development of holistic
skill sets. They do not provide sufficient technical training to render these program useful for
practicing professionals to undertake tasks such as energy auditing, energy performance
analysis and consultation.
The Energy Sustainability Unit of NUS (ESU) was tasked to develop the nationally Certified
Energy Manager (SCEM) program for Singapore, under the sponsorship of the Economic Development
Board's (EDB) Locally-based Enterprise Advancement Program (LEAP) grant. The initiative has received
the support of Energy Market Authority (EMA), the National Environment Agency (NEA) and the Building
and Construction Authority (BCA).
Objectives
The certified training program is designed to meet the following objectives:
- To build competent technical capacity in support of the energy services sector.
- To establish a formal training and certification system for Energy Managers.
- To motivate the provision of training services in relevant areas of energy management.
What is the target Group for Certification
Aimed at Facility/Building Managers, Engineers, Technicians and others who intend to build their career as energy professionals and technologists, the Program gives a thorough understanding of the key energy issues either in building or industry. It will help to develop an understanding of the moral and social responsibilities, as well as the technical skills and competence needed to manage energy services and management work within the organization they serve.
There are three (3) targeted training levels for SCEM, namely Associate Level, Professional Level and Executive Level. All these three levels are defined for the industry and building sectors. It is designed as a voluntary professional career upgrading scheme, supporting the national effort to enhance energy efficiency services for business.

SCEM is to be the standard of the energy engineering and management profession in Singapore.
Certified individual would find it easier to prove their skills and competency to clients and an added advantage for future career development.

- Energy audits, management and measurements
- Energy retrofitting services
- Financial advisor for energy efficiency measures and contracting
- Consultation and Procurement services
- Facility and energy management
- Energy engineering works
How SCEM works
SCEM is a comprehensive course that can be taken on a full or part-time basis. It trains each individual in the essential skill set in energy services and management works. Each individual need to undertake 6 modules whereby at the end of each module, the individual has to pass the respective examination which qualifies them for the SCEM Certificate which will be issue by ESU with endorsement from relevant government agencies , professional institutions and industry associations.
Successful individual is entitled to use the letters ASCEM for Associate and SCEM for Professional level respectively after his/her name.
The certificate expires every 3 years. For renewal purposes, you have to provide evidence that you have attended no less than 50 hours of approved energy related continuous professional training and development within the past 3 years and have been in continuous practice in the energy engineering and management profession on a full-time basis.

The training modules are offered by a number of Registered Training Providers who are accredited by the ESU. Please click the link below to check the list of Registered Training Providers and the module/s they are offering.
Applicants need to make enquires or register directly to the Registered Training Providers should they wish to enroll and follow the program.

Application for Certification
The applicant will be eligible to submit for SCEMS certification level upon meeting all of the following requirements as stated in the program Guidebook.

The applicant will be notified in writing upon receipt of the application and also the results. A Certificate of Registration valid for Three (3) years will also be issued upon successful application.
International Recognition of the SCEM Program
The Singapore Certified Energy Manager (SCEM) Program is recognized and endorsed by the US-AEE.
The AEE has accorded the SCEM full exemption for its CEM Certification requirements.
AEE-CEM started in 1981 and the program credential has become widely accepted and used as a
measure of professional accomplishment within the energy management field. It has gained industry-wide
use as the standard for qualifying energy professionals both in the United States and abroad.
Candidates who successfully gained the SCEM certification at professional level are deemed to have
fully met the requirements of AEE-CEMŽ and are eligible to apply for the AEE- CEMŽ through ESU.
For this purpose, applicants are advised to contact ESU for more information and application forms.

How to apply as a Registered Training Provider
To apply as a SCEM approved training provider, Applicant should first consult the Application Guideline for the Registration of Training Providers on the terms and conditions for registration. The guideline can be downloaded and viewed by clicking the link below.

The complete application must be submitted to the ESU and sent to the address as mentioned above.
An application will be considered for approval by ESU and SCEM Training Sub-Committee (TSC). Once approved, ESU will inform applicant in writing and issue a 'Registered Training Provider' Certificate. Successful applicant will also be listed on our website as an approved training provider.
