Development of a Business Model for Building Energy Performance Services in the ASEAN Region (64-2003)

Relevance to EU Programme

This project will help to achieve the following for the EU Programme:

1. Assist in achieving the objectives of the EU Programme such as:

- To enhance the energy security of ASEAN;
- To promote the economic exchanges between EU and ASEAN;
- To improve the global and local environment;
- To facilitate the implementation of the ASEAN Plan of Action and Cooperation 2004-2009

2. Assist in meeting the priorities of the Programme such as being inline with EAEF's objectives and the ASEAN Plan of Action for Energy Cooperation (APAEC) under the action plan of EE&C-SSN

3. Identification of perceived energy needs and constraints in the targeted countries. They are:

• Need to develop a Tool Kit for the identification of buildings with good potentials, economically and technologically, for energy retrofit;
• Need to develop a locally relevant measurement and verification protocol for the implementation of commercially funded energy retrofitting projects;
• Need to expand the Capacity to conduct independent measurement and verification work for projects;
• Need to have the Capacity for technically trained specialist project managers for energy retrofit project.
