Development of a Business Model for Building Energy Performance Services in the ASEAN Region (64-2003)

Research Output / Benefits

1. This Project work will result in the following targeted documents:
  • Development of a building simulation and energy performance base model development manual;
  • Identification and development of a building energy performance and retrofitting work measurement and verification protocol;
  • A number of suitable standard forms of contract for different approach in energy retrofitting and performance contracting work will be published with explanatory notes;
  • A comprehensive technical final report will be published.

2. In addition, joint publications on suitable topics will be published by partners in international refereed journals. A target of at least four papers in the following topics will be published in top journals on energy and building:

  • Energy simulations and verifications;
  • Energy performance characteristics in tropical buildings;
  • Energy retrofitting work and base model development and verifications;
  • Energy saving potential predictions and realisation.

3. Seminar and Workshops:

The Project Team plans to organize at least two seminars and workshops to disseminate findings of the project. The seminar will generate awareness and develop interest among the target groups on energy efficiency, while the workshop will develop capacity by examining in detail with training sessions on specific useful topics such as simulations, auditing work and predicting saving potential and so on.

4. On site training:

Such training usually takes place during field measurement, interview and data collection. Building owners and their representatives during the process of field work will work closely with the team's experts and technical personnel. This brings about enhanced capacity and awareness.

5. This Project work will also produce multiplier effects such as:

  • The establishment of a Regional Measurement and Verification Association;
  • The establishment of a regional ESCOs meeting;
  • The development of more projects among the Team members and bringing along new members;
  • The creation of a Financing and Investment Platform.
  • Facilitating Independent Assessors.

Hence, with the above outputs, the following target groups would have benefited significantly:

1. Building Owners

- Direct benefit of measured results;
- The cost barrier and difficulty of getting started on energy retrofitting will be reduced;
- There will be transparency in financing options and contract templates that will create opportunities;
- The building owners will be armed with knowledge in the selection of ESCOs.

2. ESCOs

- A transparent and vibrant energy services sector will be created for ESCOs;
- The professionalism of ESCOs will be enhanced.

3. Financing agencies and institutions

- The financial resources for much awaited energy retrofitting projects will be unlocked;
- With a more transparent market, risks are reduced.

4. Public Agencies

- Development of a professional energy services sector;
- Energy Security is enhanced;
- The environment will be protected.

5. The Project will also have the following beneficial policy impacts

- Ease of regulating ESCOs activities;
- Development of local and regional Code of Practice for Energy Efficiency;
- Development of Incentive systems such as the introduction of tax incentive schemes for the retrofitting of existing buildings for energy efficiency.
