Development of a comprehensive database for building energy performance benchmarking in the ASEAN region

Relevance to EU Programme

This project will help to achieve the following for the EU Programme:

1. Assist in achieving the objectives of the EU Programme which is to strengthen institutional framework by providing useful objective knowledge base to target groups which will lead to the following:

  • The energy security for ASEAN will be enhanced by providing knowledge and incentive on the performance ranking of individual building;
  • To promote economic exchanges between EU and ASEAN which is useful for both local and international ESCOs from Europe;
  • To improve the global and local environment which can be achieved through the enhanced energy efficiency of member states of ASEAN;
  • To facilitate the implementation of the ASEAN Plan of Action and Cooperation 2004-2009.

2. Assist in meeting the priorities of the Programme such as being inline with EAEF's objectives and the ASEAN Plan of Action for Energy Cooperation (APAEC) under the action plan of EE&C-SSN

3. Identification of perceived energy needs and constraints in the targeted countries. They are:

  • Need to develop a comprehensive, accurate and reliable database to facilitate all uses. So far no such database has not been developed;
  • Need for a Benchmarking Tool-kit for self appraisal and comparative analysis by building owners, designers, managers and public sector agencies which will provides the means to differentiate building in terms of energy performance. This in turn further leads to the identification of buildings with good potentials, economically and technologically, for energy retrofit;
  • Need for an incentive system to classify, recognize, label, and reward buildings which have made special efforts towards energy efficiency.
